I have a  idea to make an Imperial Crewman( the one in grey coveralls) out of a 6 inch X-wing pilot. Is that a good start.I have zero experience in making character one figure out of different figures.Any tips or suggestions would be great...thanks

If you are planning on sanding some things off, anything in a coveralls configuration is pretty good. I have seen folks get good results out of a Bespin Luke too. Matter of fact the best Boba Fett figure I have ever seen (three and three quarter inch though) started out on a Bespin Luke frame.

I would go with the X-Wing Luke as it would be very easy to sculpt over the exiting sculpt such as the vest to get the overall look you want. Or another alternative would be the Jedi Luke as he has a plain outfit which would be very very easy to sculpt the overall outfit over.
