Styrofoam cut to shape fitted together and covered in wood glue or plaster. Would work perfectly and be very lite.

I would buy plastic model kits that look close to that, maybe kitbash some, then build them to look destroyed and with interiors like the image

Anyone remember those 3d puzzles of buildings? Some those might look good in something along those lines too, but I am just guessing.
