Title: General Sandtrooper question: Do ALL Sandtroopers carry survival packs?

Do some Sandtroopers carry no survival packs?  Do all Sandtroopers wear pauldrons?

  For the most part they did, but in the Docking bay 94 scene, a couple of them weren't wearing pauldrons or survival packs.
